MINUTES OF ACKLINGTON PARISH COUNCIL MEETING -   Tuesday 7th July 2015    


At the Meeting of the Council held in Acklington Village Hall at 7.30pm on Tuesday 7 July 2015

Present: Cllrs J Newton, D Barras, G Budge, E Critchlow, I Monkhouse, G Orr, A Sharpe, M Townshend and L Welch.
The Parish Clerk in attendance – Miss E Brown
2 Members of the public were present.

16. Apologies for absence: County Councillor Watson had forwarded his apologies.

17. Declarations of interest in items on the Agenda: None.

18. To Consider Co-option of Councillor: Expressions of interest were heard from Trevor Raine and Nell Gair. A ballot was carried out, the results in favour of Nell Gair by 8-1.

19. The minutes of the meeting held on 5 May 2015 were agreed as a true record.

20. Matters arising therefrom:

a. Replacement posts for road signs – The Clerk could not see any rusted posts in the village. Members were requested to forward details of their locations.
b. Footpath from the dog bin to the bridge – The footpath had been added to a scheme for improvements.
c. Large tree in river – The tree had been removed from the river.
d. Right of Way - Field House Farm down to the old coal road
e. Affordable housing; terms of occupation – This had been discussed during the public participation section of the meeting – The Clerk had circulated the response from NCC which would seem to be no more than a ‘holding letter’.
f. Ground improvements at Guyzance Memorial – Cllrs were to check whether the improvement had been carried out.
g. Trees at roadside near the junction towards the Guyzance Memorial
h. Footpath requiring edging; Broomhill to Acklington – This would not be done until the grass cutting season was over.

21. Standing item – Report by County Councillor Watson – None.

22. Finance:

a) Financial Summary The balance on account at 7th July 2015 is £6596.64.

14/03220/FUL – Cooksburn Mill, Acklington NE65 9AE – Change of use of land at Cooksburn Mill to accommodate construction of 4 new holiday chalets - No objections to the development, but Parish Council concerned that the current infrastructure of highways is inadequate and would request Highways to carry out an assessment of the cumulative effects of developments in the area on the roads

15/01787/FUL | Proposed two storey extension with rear garage and store room | Burnbrae Acklington Road North Broomhill Northumberland NE65 9XD – Members had no objections in principle but had concerns over any future potential business use; a condition would be requested to cover this.
15/01795/LBC | Listed Building Consent: Installation of wood burning stove with associated flue pipe to external roof. | 11 Bank House Farm Acklington Morpeth Northumberland NE65 9AP – Members had no objections.

24. Requested Agenda Items

24.1: Written consent to receiving Summons to Parish Council meetings electronically – Consent was signed by all Members apart from Cllr Welch.
24.2: Website transparency requirements – The Clerk detailed the requirements regarding transparency that had been requested by the DCLG. It was agreed that the Council would continue using the Acklington Parish website which was more than capable of holding the required information.
24.3: Consideration of Playground inspection – The Clerk would request a quote for repairs and forward contact details to Cllr Barras for any site visits.

25 Correspondence Received

25.1: Acklington PCC – Request for funding toward Lychgate repairs – Members agreed to offer a donation of £200.
25.2:NCC - Love Northumberland Awards – This was noted for information. The flyers would be left in the village hall.
25.3: NCC - Review of Polling Districts and Polling Places 2015 – This was noted for information.
25.4: NCC - Annual T&PC Conference 2015 – 2 places were available for the conference was due to take place on 24th September at West Hartford Fire Station. The Clerk would circulate the details to Members.
25.5: NCC – Feedback request on new footway – It was agreed that a response would be sent stating the footway was in the wrong location.

26. Items for next agenda – It was noted that the road was eroding at Dobson’s corner in front of the coal tub.
