Standing item Public Questions None.   

To approve and confirm the minutes of the meeting held on 5 July 2016the minutes were agreed.

Matters arising therefrom:

a. Replacement posts for road signs - The posts looked fines but the road restriction signs towards Guyzance appeared to look dog eared.

b. Resurfacing of footpath from dog bin to bridge The footpath from the houses to the chicane was now in a good state, however where patch repairs had been carried out from the chicane to the dog bin required a bit more attention.

c. State of footpaths both sides of B6345 from Village Hall to crossroads - NCC had confirmed that they had started the paths with the mechanical footway sweeper prior to their operator going on leave. 2 full loads from the paths had already been removed (approx. 1.25 tons). This will be resumed when the Operator returns from leave.

d. S106 Agreements update from Cllr Newton Cllr Newton apologises that this had not been done yet and would progress it once again.

e. Ground improvements at Guyzance Memorial This work was due to be done in the coming week.

f. Trees at roadside near the junction to Guyzance Memorial

g. Edging of footpath

Items f and g were discussed together.  A letter had been sent to NCC Head of Neighbourhood Services after the July meeting stating that these two issues had been outstanding for over 18 months now.  A copy of the letter would be sent again to NCC and also to the Parish Councillors.  Members were still unsatisfied by the lack of action and communication.

h. Playground repairs update The Clerk informed that the contractor had rectified the issues highlighted in the RoSPA report.  Members commented that the yellow tubing required replacing with adequate padding.  The 2 steps leading to the top of the slide required repairs and the posts for the dog signs required installing.

i. Resurfacing of Village Hall car park This item could be removed from the agenda as it was not Parish Council business.

j. Replacement of grit bin (101003782171) reported 30/06/16 and 31/08/16

k. Goal posts update The Goal posts were now in place.        

l. Cutting back of trees Cllr Barras was to meet with the tree surgeon and would report back to the council with recommendations.

m. Director of HMP Northumberland meeting with Local Councillors - 21 July No report.

Standing item Report by County Councillor Watson Cllr Watson was enquiring what had become of the flashing speed sign which had not been used in the village for a considerable time.

Requested Agenda Items

33.1: Superfast Broadband update The Clerk would request an update on the installation of superfast broadband in the village.

33.2: Cutting back of trees It was agreed to ask Mr Orange to do a walk about with Cllr Barras to identify which trees required work.

Correspondence Received                                                                                                                         

34.1: NCC - Annual Town & Parish Council Conference - Thursday 13th October 2016, County Hall, Morpeth Cllr Sharpe would attend the 14.00-16.00 session of the Conference.

34.2: NCC - Public Spaces Protection Order for the Control of Dogs Members welcomed the Order but queried what measures were in place for enforcing it.  Fencing for the play area was also discussed as this would be action could be taken on those who allow their dogs to foul at the play area.

34.3: NCC - Parish/Town Council Consultation - North Area Review of Supported Bus Services This was noted for information.

34.4: NCC - Consultation regarding the enforcement of unauthorised obstructions on the highway The Clerk would circulate this to Members.

34.5: Community Action Northumberland Request for support Members agreed to support Community Action Northumberland with a donation of 25.

34.6: NCC Additional grass cutting requirements It addition to the standard 26 week grass cutting service, NCC offer an addition 3 cuts from 1st October 2016 to 1st November 2016 and 17th March 2017 to 31st March 2017.  Members agreed to the 3 additional cuts.
