MINUTES OF THE PARISH COUNCIL MEETING -  Tuesday 9th January 2018    

At a Meeting of the Council held at Acklington Village Hall at 7.30pm on Tuesday 9th January 2018

65. To approve and confirm the minutes of the meeting held on 14 November 2017 The minutes were agreed as accurate and signed by the Chair of the meeting.

67. Co-option of Councillor No interests had been received.

68. Matters arising there from

a. Trees at roadside near the junction to Guyzance Memorial The Clerk informed that the works were pending with the NCC Tree Officer, the lack of action taken in two years would be referred to County Councillor to progress.

b. Memorial bench installation The bench was with Councillor Newton ready for installation but pending suitable ground conditions.

c. NALC webpage for Parish Council the webpage continued to be populated with information.

d. Play area repairs and maintenance Cllr Barras offered to help Cllr Newton with remedial repairs

69. Standing item Report by County Councillor Watson

Councillor Watson informed that the despite all doing their best with regards to the proposed closure of the first school, at 74k running costs the closure is inevitable.
Regarding the proposed housing development next to the village hall, assurances are being made that the affordable housing element was handled correctly.
The road to the prison was imminently due to be repaired. Foliage at Hazon was to be cut back.

Clarification is required as the existing plan does not appear to show an extension of Nursery cottage, the proximity of the this proposed extension could therefore have an impact on the neighbouring property.

17/03663/FUL | Proposed erection of 2no Dwellinghouses | Cavil Head Farm Cavil Head Road Acklington Northumberland NE65 9DF - Members object to the level of development on this site, which is rapidly becoming entrenched in housing.
There is concern of loss of privacy for the neighbouring properties.
Has a change of use been applied for? This was previously a recreational/leisure space with cafe following significant grant funding in the mid 2000's from One North East's Rural Development fund which was administered by Northumberland County Council and intended to create jobs and support local businesses. Were there no conditions on this funding?

72.1:To consider the creation of a Neighbourhood Plan, and
72.2: To consider the designation of a Neighbourhood Area
Following discussion it was resolved that Acklington Parish Council apply to Northumberland County Council to designate the civil parish of Acklington as a neighbourhood area, with the express purpose of preparing a neighbourhood development plan.
72.3:To consider budget 2018-19 Following consideration of the draft budget, Members agreed to levy the recommended precept of 6,200 on Northumberland County Council for the Financial Year 2018/19.

73.1:Commemorative service at Guyzance Memorial - Wed 17 Jan - 11am The organisers would be informed of a planned road closure at this date.
73.2: North Northumberland Local Area Council - New Date: Thursday 25 January (Northumberland Hall) This was noted for information.
